1.0 - PLAYER DRAFT

1.1 - Draft Order

1.1.1 - Draft Order will be determined by the order of finish from the previous season's league play, In the following manner:
1.1.2 - Picks 1-6 shall be awarded to the teams that did not make the playoffs, in reverse order of finish (i.e. the worst team in the League shall pick first, and so on).
1.1.2.1 - In the event of teams finishing with the same record, the following tiebreakers will be used:
1.1.2.1.1 - Fewest Points Scored
1.1.2.1.2 - Head-to-Head Record
1.1.2.1.3 - Most Points Scored Against
1.1.3 - Picks 7-8 shall be awarded to the teams that lose in the first playoff round, in reverse order of won-lost record.
1.1.3.1 - In the event of teams finishing with the same record, the following tiebreakers will be used:
1.1.3.1.1 - Fewest Points Scored
1.1.3.1.2 - Head-to-Head Record
1.1.3.1.3 - Most Points Scored Against
1.1.4 - Pick 9 shall be awarded to the loser of the Consolation Bowl.
1.1.5 - Pick 10 shall be awarded to the winner of the Consolation Bowl.
1.1.6 - Pick 11 shall be awarded to the loser of the Fantasy Bowl.
1.1.7 - Pick 12 shall be awarded to the winner of the Fantasy Bowl.
1.1.8 - The Draft Order will repeat in subsequent rounds, with the team having the number one pick also having number 13, number 25, and so on.

1.2 - Draft Procedures

1.2.1 - On a date prior to the start of the NFL regular season, representatives from each of the UFFL franchises shall meet to draft their rosters.
1.2.1.1 - Unless otherwise specified, the draft shall take place the Monday prior to Week 1 of the NFL season and shall begin at 8:00 p.m.
1.2.2 - There is no set number of rounds in the draft. Each team will continue to cut and draft until they are satisfied with the state of their roster.
1.2.3 - Players cut from rosters during the draft may not be redrafted in subsequent rounds.
1.2.4 - During each round, owners will cut a player from their roster and replace him with a new player.
1.2.5 - Roster size must be at 14 or fewer immediately prior to each selection.
1.2.6 - Franchises may opt to pass on any selections and may withdraw from the draft at any time.
1.2.7 - No players may be cut or added from rosters between the draft and the first supplemental draft (before Week 2).

1.3 - Owner Representation

1.3.1 - Each franchise must make an effort to be represented by a separate individual at the draft, either by phone or by being physically present at the draft. Ideally, each owner will represent and draft for his own franchise.
1.3.2 - If an owner cannot be present, either in body or by phone, he must submit a draft list to the Commissioner, who will be responsible for conducting that team's draft in accordance with their stated wishes by selecting the first unowned player from the list when that franchise's draft selection comes-up.
1.3.3 - If the list is exhausted before the end of the draft, that franchise's remaining picks will be skipped, and the owner must complete his team from those players remaining after the draft is finished.
1.3.4 - If no representative for the franchise is at the draft, and if no draft list has been submitted, then that franchise may not select any players. The absent franchise's draft picks will be skipped, and the owner must draft players from those remaining after the draft is finished.


2.0 - ROSTERS

2.1 - Roster Size

2.1.1 - During the UFFL season, team rosters shall be comprised of no more than 15 players unless a team has completed a multi-player trade and has not entered a supplemental draft.
2.1.2 - Rosters may exceed 15 players due to player trades, but if an owner wishes to participate in a supplemental draft, he must at that time cut his roster back to 14 to make room for the newly drafted player.
2.1.3 - Rosters may also exceed 15 players if a player has been placed on Injured Reserve (Section 2.5)

2.2 - Starting Lineups

2.2.1 - Through 2000 there are three different offensive option under which owners may choose to operate their team: Starting lineups for each of these systems will be structured as follows:
2.2.1.1 - Standard: 1 QB, 2 RB, 2 WR, 1 TE, 1 K
2.2.1.2 - Run-&-Shoot: 1 QB, 1 WR, 4 WR, 1 K
2.2.1.3 - Wishbone: 1 QB, 3 RB, 2 TE, 1 K
2.2.2 - An owner may change offensive systems at the beginning of a season and between weeks 4-5, 8-9, 12-13.
2.2.3 - Beginning in 2001 the lineup for each team will consist of 1QB, 1RB, 1RB/WR, 2 WR, 1 TE, and 1 K.

2.3 - Trades

2.3.1 - Owners are free to trade players and draft picks between them as the opportunities present themselves.
2.3.2 - Trades are not permitted after the league trade deadline (Section 8.2)
2.3.3 - Trades may be rejected by the Commissioner if they are grossly unequal.
2.3.4 - The Commissioner has final say on all transactions.
2.3.5 - Players may not be bought, sold, auctioned off, or given away.
2.3.6 - When two or more UFFL teams execute a player trade, the players in question are immediately transferred.
2.3.7 - Traded players may be dropped later that week in conjunction with a supplemental draft pick or other transaction.
2.3.8 - Teams may not trade draft picks more than 3 years in the future, with the referent year changing each year upon completion of the UFFL Draft.

2.4 - Supplemental Drafts

2.4.1 - Each franchise shall have the option to replace players on their roster with unowned free agents each week.
2.4.2 - Each UFFL franchise will be assigned a number in that week's supplemental draft order based on record. Franchises with poorer records shall select before those with better records.
2.4.2.1 - In the event of teams finishing with the same record, the following tiebreakers will be used:
2.4.2.1.1 - Fewest Points Scored
2.4.2.1.2 - Head-to-Head Record
2.4.2.1.3 - Most Points Scored Against
2.4.3 - The supplemental draft order will reverse from round to round; thus the team drafting first in Round 1 shall draft last in Round 2, and vice versa. 2.4.4 - The supplemental drafts will be held each Saturday at noon, beginning the Saturday before Week 2.
2.4.5 - If a franchise executing a supplemental draft selection has less than 15 players on its active roster, it may choose to cut a player but is not required to do so.
2.4.6 - If a franchise executing a free agent selection has 15 active players or more on its roster, it is required to cut down to 14 before it can add a player.
2.4.7 - Players cut in conjunction with a supplemental draft selection are not eligible for subsequent selection by other teams that week.
2.4.8 - After the supplemental draft concludes, teams may continue to cut and add players on a first-come, first-served basis until 12:45 that Sunday.
2.4.9 - Teams may not trade weekly supplemental draft picks. They may trade a player who has been picked in a supplemental draft.

2.5 - Injured Reserve/Retired Players

2.5.1 - If a player is placed on Injured Reserve by his NFL team, he may also be placed on Injured Reserve by his UFFL team. In this case, he is no longer counted against his team's active roster and may be replaced during the supplemental draft without being cut.
2.5.1.1 - The NFL's Physically Unable to Perform list is NOT considered to be Injured Reserve.
2.5.2 - A player who has retired from the NFL still counts against a UFFL team's active roster until he is cut.

2.6 - "Slash" Players

2.6.1 - There are several NFL players who routinely play multiple positions, or who are listed by their team at two or more positions. In the UFFL, players must be assigned to one and only one position.
2.6.2 - A player's position will be designated by the Commissioner prior to the season based on his projected position and cannot be changed unless he starts or receives significant playing time in at least four games at a new position for his NFL team.
2.6.2.1 - If it is unclear if a player has received "significant" playing time in at least 4 games, all UFFL owners will vote as to whether or not to allow the new position for a player.
2.6.2.2 - In this case, at least 8 out of 12 owners must vote affirmatively for a new position to be allowed.
2.6.3 - If a player not currently on a UFFL roster begins playing a new position, the Commissioner may make a new position requirement for that player should he be acquired by a UFFL team.


3.0 - SCORING METHODS

3.0.1 - Whenever a starting player scores points in an NFL game, the UFFL franchise for which he plays also scores points. Points are awarded as follows:
3.0.1.1 - Touchdown Pass (0-49 yards): 3 points
3.0.1.2 - Touchdown Run (0-49 yards): 6 points
3.0.1.3 - Touchdown Catch (0-49 yards): 3 points
3.0.1.4 - Field Goal (0-49 yards): 3 points
3.0.1.5 - Extra Point (kick): 1 point
3.0.1.6 - Two Point Conversion (pass): 1 point
3.0.1.7 - Two Point Conversion (run): 2 points
3.0.1.8 - Two Point Conversion (catch): 1 point
3.0.1.9 - Kickoff/Punt Return (0-49 yards): 6 points
3.0.1.10 - Fumble Recovery/Return, etc. (0-49 yards): 6 points
3.0.1.11 - Any play of 50 yards or longer gets double point value
3.0.1.12 - Players lateralling to another player who then scores shall receive zero points.
3.0.2 - For scoring plays other than those listed, a good guideline is to apply common sense.
3.0.3 - Scoring plays changed by the official NFL scorekeepers after the conclusion of a game will also be changed by the UFFL.
3.0.3.1 - All scores are absolutely final upon the beginning of the next week's games.
3.0.4 - The Commissioner shall have final say in the event of an unusual or unforeseen scoring play.


4.0 - HEAD-TO-HEAD COMPETITION

4.0.1 - Each week of the UFFL season will have teams paired against each other in head-to-head competition.
4.0.2 - For each "game", the UFFL team whose starters score more points will be declared the winner, the other team the loser.
4.0.3 - In the event that a game ends in a tie, then the game shall be declared a tie. Tie games are treated as half-wins for both teams.
4.0.4 - Cumulative win-loss records will be kept during the season for each UFFL team.


5.0 - DIVISIONS AND SCHEDULING

5.1 - Divisions

5.1.1 - The UFFL is comprised of twelve teams, divided into three divisions of four teams each.
5.1.2 - The assignment of teams into divisions is done by the Commissioner, based on points scored by each team during the previous season.
5.1.2.1 - Division "A" will have teams ranked 1, 6, 7, and 12 in points scored.
5.1.2.2 - Division "B" will have teams ranked 2, 5, 8, and 11 in points scored.
5.1.2.3 - Division "C" will have teams ranked 3, 4, 9, and 10 in points scored.
5.1.2.4 - In the event that teams score the same number of points, the following tiebreakers will be used:
5.1.2.4.1 - Won-Lost Record 5.1.2.4.2 - Head-to-Head Record
5.1.2.4.3 - Overall Points Scored
5.1.2.4.4 - Points Differential in head-to-head games
5.1.2.4.5 - Fewest Points Scored Against
5.1.2.4.6 - UFFL Seniority
5.1.2.4.7 - Coin Flip

5.2 - Scheduling

5.2.1 - The Commissioner will prepare a schedule providing for head-to-head competition on a weekly basis.
5.2.2 - Teams shall play two games against each team from their own division, and one game against the other eight teams in the League.
5.2.3 - The UFFL regular season shall thus be 14 weeks long.
5.2.4 - NFL weeks 15 and 16 are reserved for the UFFL playoffs, with week 17 reserved for the UFFL championship game, the Fantasy Bowl, and the UFFL third place game, the Consolation Bowl.


6.0 - POST-SEASON

6.1 - Playoff Berths

6.1.1 - At the end of the UFFL regular season, six teams will be awarded berths into the UFFL playoffs, as follows:
6.1.1.1 - Three berths to the three division champions
6.1.1.2 - Two berths two the two teams with the next-best records in the League (wild cards)
6.1.1.3 - The final berth to the team (not already in the playoffs by other methods) which scored the most points during League play in Week 14 (the Week 14 qualifier)

6.2 - Tie Breakers

6.2.1 - To determine the division champions and wild cards, the following tiebreakers shall be used:
6.2.1.1 - Head-to-Head Record
6.2.1.2 - Overall Points Scored
6.2.1.3 - Points Differential in head-to-head games
6.2.1.4 - Fewest Points Scored Against
6.2.1.5 - UFFL Seniority
6.2.1.6 - Coin Flip

6.3 - Seeding

6.3.1 - The six playoff teams shall be assigned a playoff seed number, as follows:
6.3.1.1 - Seed numbers 1 and 2 are reserved for the two division champions with the best records
6.3.1.2 - Seed number 3 for the third division champion
6.3.1.3 - Seed numbers 4 and 5 for the two wild cards
6.3.1.4 - Seed number 6 for the Week 14 qualifier
6.3.2 - The tiebreakers specified above shall be used if necessary to assign seedings
6.3.2.1 - The first tiebreaker for the number 6 seed will be Won-Lost record

6.4 - Multiple-way Ties

6.4.1 - Divisional ties will be broken before Wild-card ties.
6.4.2 - In the event of a tie involving three or more teams, tiebreakers shall be applied to the group as a whole, in the order specified.
6.4.3 - It is possible that a specific tiebreaker step may break apart some, but not all of the teams in question. In that event, since the larger tied group has been broken apart, no more tiebreakers shall be applied to the group as a whole. Rather, each smaller tied sets of teams shall have the tiebreakers applied again.

6.5 - Playoffs

6.5.1 - Wild Card Playoff Games (Week 15)

6.5.1.1 - During week 15, the wild card playoff games will be held.
6.5.1.2 - Seeds 1 and 2 shall receive a bye, while the other four teams play-off against one another.
6.5.1.3 - The #6-seeded team will play the #3-seeded team, and #5 will play #4.
6.5.1.4 - For these games, the #3 and #4-seeded teams shall be designated the Home Teams and will have Home Field Advantage (Section 6.5.5).

6.5.2 - League Semi-Finals (Week 16)

6.5.2.1 - The two Week 15 winners and the two top seeds shall play-off against one another during week 16.
6.5.2.2 - The winner of the #4-#5 game shall play the #1-seeded team, and the winner of the #3-#6 game shall play the #2-seeded team.
6.5.2.3 - For these games, the #1 and #2-seeded teams shall be designated the Home Teams and will have Home Field Advantage (Section 6.5.5).

6.5.3 - Consolation Bowl (Week 17)

6.5.3.1 - The Week 16 losers shall meet during Week 17 to play in the UFFL Consolation Bowl to determine third and fourth place.
6.5.3.2 - The higher seeded team in the game shall have Home Field Advantage (Section 6.5.5)

6.5.4 - Fantasy Bowl (Week 17)

6.5.4.1 - The Week 16 winners shall meet during week 17 to play in the UFFL Fantasy Bowl to determine the UFFL Champion.
6.5.4.2 - The higher seeded team in the game shall have Home Field Advantage (Section 6.5.5).

6.5.5 - Home Field Advantage

6.5.5.1 - During a playoff game, if the players from each team score the same number of points, the team with Home Field Advantage will be declared the winner.
6.5.5.2 - Week 15 and 16 playoff games cannot be declared a tie.
6.5.5.3 - A tie in the Fantasy Bowl will have the following results:
6.5.5.3.1 - The teams shall be named co-champions
6.5.5.3.2 - First and second place prize money shall be combined and divided equally between the two owners
6.5.5.3.3 - The team with Home Field Advantage will win possession of the Fantasy Bowl trophy.


7.0 - FEES AND AWARDS

7.1 - Franchise Fees

7.1.1 - Each UFFL team shall pay a $100.00 franchise fee before the yearly draft.

7.2 - Penalty for Non-Payment of Fees

7.2.1 - Each UFFL team shall be responsible for paying their franchise fees prior to the rookie/free agent draft.
7.2.2 - Any franchise which enters the season without paying their fees will not be allowed to cut or add any new players to their roster via supplemental draft until fees are paid. They may, however, continue to trade.
7.2.3 - Teams with unpaid fees will not be eligible for postseason competition.

7.3 - Awards

7.3.1 - Weekly awards are given to the two teams that score the most points.
7.3.2 - At the end of the season, awards are given to each team that qualifies for the playoffs.
7.3.3 - The amount will be announced during the season.


8.0 - DEADLINES

8.1 - Lineup Deadlines

8.1.1 - Normal Weeks

8.1.1.1 - All starting lineups must be reported to the Commissioner or to UFFL Central by no later than 12:45 p.m. on Sunday, 15 minutes prior to that week's first game.
8.1.1.2 - If an owner fails to meet this deadline, his team will use the same starting lineup as it did the previous week.
8.1.1.3 - If an owner misses this deadline for the first week of play, the Commissioner will draw that owner's lineup from a hat using the Standard offensive system.
8.1.1.4 - If an owner misses this deadline for the first TWO weeks of play, he may be expelled from the League, dependent upon the reasons for missing the deadline.
8.1.1.5 - If an owner is unable to submit a lineup due to a serious medical emergency or other situation over which the owner has no control, the "best possible lineup" for that owner shall be submitted in proxy by the Commissioner.
8.1.1.5.1 - The Commissioner must be made aware of the emergency/condition prior to 12:45 on Sunday.
8.1.1.5.2 - The "best possible" lineup will be determined by a combination of the Commissioner and four other owners, excluding the team playing against the owner in question.
8.1.1.6 - Lineups may be changed at any time prior to game-time on Sunday.
8.1.1.7 - Once game play begins on Sunday, lineups may not be altered (in other words, no putting off lineup decisions until Monday night).

8.1.2 - Early Weeks

8.1.2.1 - During a week when the first games falls on any day except Sunday (like Thursday or Saturday), special circumstances exist.
8.1.2.2 - All players playing in an early game shall be designated as 'early' players.
8.1.2.3 - Owners with 'early' players must declare them as starters before their game begins.
8.1.2.4 - The remainder of the owner's starting lineup must be declared by 12:45 p.m. Sunday.
8.1.2.5 - If no lineup is submitted before the Sunday deadline, players carrying over from the previous week and playing in early games will be ineligible to start, since they were not declared to start before their game began. They will be replaced in the starting lineup at random.
8.1.2.6 - There will an exception to the previous section during the playoffs due to the fact that rosters cannot be modified during the playoffs. If an owner has no active backups at a given position, the player on their roster at that position will be written in as an automatic starter for the duration of the playoffs, regardless of whether they are declared an early starter or not.

8.2 - Transaction Deadlines

8.2.1 - The league trade deadline is the Sunday after Thanksgiving.
8.2.2 - The transactions deadline is game-time, Week 14.
8.2.3 - All rosters are frozen from that point until February 1 or the day after the Pro Bowl, whichever comes first.


9.0 RULES CHANGES

9.0.1 - During the off-season, owners will be allowed to submit suggestions for rules changes to the Commissioner or to UFFL Central.
9.0.2 - The Commissioner will publish a newsletter detailing the suggestions and the owners will be allowed a vote.
9.0.3 - 8 of the 12 owners must approve a rules change for it to take effect.
9.0.4 - The Commissioner has final authority to judge any unforeseen event that occurs during the season that is not already covered by the rules.
